The regional capital, Petropavlovsk-Kamchatsky, recorded nearly 30% of its monthly precipitation in just 36 hours, with wind gusts reaching 45 meters per second and snowdrifts towering over five feet, effectively swallowing vehicles and blocking residential exits.
