Carson City Supervisors to discuss 53-single family lots within Little Lane Phase 3; mental health at the schools and more Thursday
The Carson City Board of Supervisors will meet Thursday at 8:30 a.m. in the Robert “Bob” Crowell Board Room at the Community Center located at 851 E. William St., to discuss subdivision approvals, a school-based mental-health reimbursement agreement and a construction award for river access among other items.
Supervisors will consider final approval of Little Lane Village Phase 3.
The map would create 53 single-family lots and about 1,228 square feet of common area on the north side of Willow Crest Drive between Elaine Street and Parkland Avenue, on land zoned Multi-Family Duplex.
Earlier phases created 44 lots (recorded Feb. 5, 2021) and 52 lots (recorded Oct. 21, 2022).
The overall project began with a 2019 tentative map for 149 single-family lots in a common-open-space development; the board extended that tentative map to Oct. 21, 2025 last year.
Mental Health contract with Carson City Schools
The board will discuss an interlocal contract with the Carson City School District that uses SB118 state dollars to reimburse CCSD for clinical mental-health services for students, up to $35,705, with the CCHHS director authorized to sign.
The item implements a portion of Carson City’s $262,101 SB118 award, which must follow priorities in the 2022 Quad-County Community Health Needs Assessment: access to basic needs; access to health care for specific populations; mental and emotional health; and substance-use prevention, treatment and recovery.
The board previously set SB118 allocations across those four priorities in August.
Mexican Dam Boat Ramp
Supervisors will discuss awarding a contract to Four Point Engineering to build a pedestrian boat ramp on the Carson River just upstream of the Mexican Dam so small, non-motorized craft can safely portage around the dam.
The proposed award is $146,285 with a 10% contingency for a not-to-exceed of $160,913.50. Five bids were opened Sept. 16 after advertising Aug. 19; FPE was the lowest responsive and responsible bidder.
The engineer’s estimate was $165,561. The project is budgeted in the Quality of Life Fund and is slated to be reimbursed by a Carson Water Subconservancy District grant; grant revenues of $173,600 and related expenses are expected to be added at budget augmentations in Jan./Feb. 2026.
Other items
The board will also consider several interlocal contracts under the Department of Health and Human Services, including an amendment to the city’s Medicaid cost-sharing agreement with the state that would raise Carson City’s local match by $48,021.96, for a total not to exceed about $5.9 million. Another contract would renew the CHEMPACK program, providing rapid medication response in the event of a chemical emergency, at no cost to the city.
Under purchasing and contracts, the board will review a request to buy medications for Carson City Jail inmates under a cooperative purchasing agreement for up to $195,000 through June 2026.
In another item, the board will consider an amendment to the city’s contract with Tyler Technologies for the Sheriff’s Office’s computer-aided dispatch and records systems. The proposed changes would align annual payment dates with the city’s fiscal year, reduce testing and travel fees, and add data archive services.
Additional agenda items include a report on city treasury funds, approval of bills, and the possible reappointment of Robert Johnston to the Nevada Clean Energy Fund board for a three-year term. The meeting will also include recognition of city employees for their length of service and an Employee of the Quarter award for Haley Wilson.
Other business includes routine bills, a treasury status report and the reappointment of Robert Johnston to the Nevada Clean Energy Fund board. Public comment is scheduled at the beginning and end of the meeting.
