A parent who raised concerns about a pro-trans teacher had her identity leaked by council chiefs in what critics say could amount to a ‘serious data breach’.
Dr Anne Woodhouse, a clinical psychologist, requested anonymity when she wrote to her daughters’ school about John Naples-Campbell, who had posted support for proposals to allow children to transition at school without parental knowledge.
But when Mr Naples-Campbell, who also performs as a drag queen, demanded to know who had written the letter, Dr Woodhouse’s name was passed onto him by officials.
She was later hauled before a misconduct panel after Mr Naples- Campbell flagged up a string of gender critical social media posts.
Three years later, the Health and Care Professions Council closed the case after admitting there was no prospect of proving professional impairment against Dr Woodhouse.
Council chiefs told Dr Woodhouse admitted they had disclosed her identity to Mr Naples-Campbell to safeguard ‘the welfare of the member of staff’.
But critics raised the possibility of an investigation into a data breach, comparing Dr Woodhouse’s treatment to that of gender critical nurse Sandie Peggie by NHS Fife.

‘There are concerns that the council’s decision to reveal the complainant’s name amounts to a serious data breach. Dr Woodhouse raised valid points, yet, as in the Sandie Peggie case, it seems there’s a concerted effort to silence her.’
Dr Woodhouse initially raised concerns with the school over posts made by Mr Naples-Campbell, a volunteer trainer for the Time for Inclusive Education (TIE) Scotland campaign, which wanted Lesbian, Gay, Bisexual and Transgender issues such as same-sex families and the history of the LGBT rights movement, to be included in curriculum guidance.
He subsequently tweeted in support of a new suggested scheme from the group, which proposed allowing trans-identifying children to transition at school without parental knowledge.
Dr Woodhouse described the proposals as ‘a safeguarding disaster’, adding that ‘parents need to be informed’ about issues affecting welfare of their children.
She added: ‘I wanted the school to confirm if what he was tweeting was school policy, and what their staff social media policy was too. It wasn’t a formal complaint by any means, but I wanted to say “are you aware of the massive liability you may have here?”’
Because her daughters attended the school and to protect herself from a backlash from trans activists, she began her letter by requesting confidentiality.
However, after Mr Naples-Campbell was made aware of the ‘complaint,’ his demands to know who was behind it was met and Dr Woodhouse’s request was dismissed.
Highland Council confirmed to Dr Woodhouse the staff member granted his request because ‘the employee concerned had to balance your request for confidentiality against the welfare of the member of staff, who was extremely distressed over the ongoing abuse he was being subjected to.’
It is understood the Highland Council has no ‘outstanding complaints’ relating to data protection issues on this matter.
