Octavio Pisano’s Detective Joe Velasco caused quite a stir when he returned to Law and Order: Special Victims Unit.
The Thursday, April 9, episode of SVU — titled “Deep Under” — featured Velasco coming back to New York City after leaving for an undercover job with the Drug Enforcement Administration (DEA) in San Diego at the beginning of season 27.
“Six months ago when I left SVU, you told me to go where I’d do the most good,” Velasco told Capt. Olivia Benson (Mariska Hargitay) during a tense one-on-one conversation in Thursday’s episode.
Benson wondered, “At what cost?”

Velsasco’s return came after Benson, Detective Terry Bruno (Kevin Kane) and Detective Jake Griffin (Corey Cott) received an anonymous tip that helped them make a sex trafficking bust. While arresting the perpetrators, they unknowingly took Velasco into the precinct.
Because he was deep undercover on a mission to take down a drug cartel, Benson and the team pretended not to know who he was. Velasco seemed “not himself,” as Benson noted several times throughout the episode. She speculated that he was hiding something.

Stopping the cartel from trafficking young girls was not part of Velasco’s undercover mission, which is why he decided to help SVU.
“He’s putting a lot on the line trying to save these girls. Still got some SVU in him,” Ice-T’s character, Sgt. Odafin “Fin” Tutuola noted of Velasco at one point. (Ice-T himself has been making limited appearances throughout season 27 after his screen time was reduced to bring back costar Kelli Giddish.)
It’s eventually revealed that, through his undercover work, Velasco started a relationship with the cartel enforcer’s girlfriend. Protecting her became one of his side missions — which led to him getting shot at the end of Thursday’s episode. While Velasco took a bullet to the stomach, he came out alive.
“I screwed up bad trying to do it all,” Velasco told Benson from his hospital bed. “Trying to save everything.”

News broke in May 2025 that Pisano, 39, would be leaving the show after season 26. It was later confirmed that the actor would return for the start of season 27 to wrap up his story line. His last episode before Thursday’s return aired in October 2025. Details about Pisano’s future with SVU are unclear.
“I gotta take some time to figure out who I want to be,” Velasco told Benson as the episode came to an end, “and where I can do the most good.”
New episodes of Law and Order: SVU premiere on NBC Thursdays at 9 p.m. ET and are available to stream the next day on Peacock.
